Cardiff Council and Wates residential are proposing to develop the site to the north of Willowbrook Drive for housing as part of the Cardiff Living programme.
The 70 new homes in St Mellons will provide a mix of detached and semi-detached houses, apartments and a bungalow. The homes will be a mix of affordable housing for Cardiff Council and open market sale units. The new homes will be set within mature trees, with views onto the surrounding woods and playing fields.
We are aiming to submit the reserved matters planning application early March 2021. We would like to give you the opportunity to view and comment informally on the proposals before submitting the scheme to the planning authority.
Please click below to find out more about the proposal. Any comments you make at this time do not impact on you making formal comments during the statutory planning process. If you live in a property adjoining the site, you will receive a letter from the planning authority in due course. If not, site notices will be displayed in the local area.
Following the grant of outline planning permission in 2016, which established the principle of building 70 new homes on the site, a reserved matters application is being prepared to agree the details of the development, including the layout and design.
No statuary pre-application consultation is required for a reserve matters application, but we feel it’s important to ensure local residents are fully informed and engaged in the scheme.
The site is in a residential neighbourhood in St Mellons. It is located between Willowbrook Drive, Crickhowell Road and playing fields to the north. The site is close to Cath Cob Woods and St Mellons District Centre, connected by a footpath and cycle link. There are also regular buses from outside the site to St Mellons District Centre and Cardiff City Centre.
The proposed scheme is primarily made up of two storey family houses, with a small number of three storey apartments and a single bungalow. 22 of the new homes are proposed to be for social rent.
The new homes have been designed to face onto Willowbrook Drive and the surrounding playing fields to create an attractive frontage. The development has also been designed for slow traffic speeds. It will create a new pedestrian route along Willowbrook Drive and Crickhowell Road, as well as through the site, to improve access to the surrounding playing fields and woods, as well as the wider area.
The scheme will be integrated within existing mature trees and hedgerows. This includes trees along Crickhowell Road and a line of trees running through the site, as well as hedgerows along the surrounding playing fields. The proposal also includes generous new landscaped verges, street trees and sustainable drainage features.
The new homes will be energy efficient, exceeding the minimum standards required by current Building Regulations. All the new homes will have at least one car parking space, with the majority having two spaces, as well as secure cycle parking.
A reserved matters planning application is due to be submitted early March. We would welcome your views before finalising the proposal. Please send any comments or questions to: firstname.lastname@example.org. The deadline for emailing comments is the 1st March 2021.
